Fuel Gauge Does Not Work and High Beam Indicator Light in Reverse

94 Toyota Tercel Instrument Cluster, Fuel Gauge does not work and The High Beam as well as the Seat Belt lights are in reverse. When High Beam on ... No Light when Off ... light ON even when you turn the elec OFF. Seat Belt indicator light on only when seat belt is secured.

Did this just start or did you buy the car recently and it's new to you? Usually if you have a total instrument panel melt down, the easiest thing to do is pull one from a salvage yard and replace the whole thing. My daughter has the same problem with her '92 Volkswagen. It's a tiny 10 amp resistor on the back of her cluster. Her fuel gauge, temp, high and low beam lights don't work. It's either replace cluster or tear into the old one and replace the resistor.
Bought the Car used, but it's the weirdest thing I ever encountered. Instrument Panel is the only thing screwed up. Actual Low and High Beam Work it's just the indicator lamp. Took it apart today, replaced some lights and checked the Fuel Gauge. Gauge works with actual power going to it. Seen indication of Two Diodes and Ceramic Capacitor, no resistor. Replacing a New Cluster cost too much to justify, and while getting a used one brings up the question does it work and how long till it fails, let alone the odometer not showing the vehicles true mileage.
If you still have it apart, try bending the capacitor up or the diodes. Other guys say if you bend them to a 45 degree angle, it will start to work again. I have never looked behind a Toyota cluster, but the Volkswagen diode is held on by just one screw and a three prong plug. You can just change the diode not the entire cluster.
