My key is stuck in the ignition, n won't get released.
It starts the car but when turning the car off is not
100% shut off ,thus not releasing the key? I was
told it could be the actuator but ive been searching
n looking up and some have said it could be a
lose/damaged wire..HELP!.

Make sure your vehicle's gear selector is fully in the "Park" position. And maybe the steering wheel has to be in a certain position too. Hope this helps.

I've tried moving the steering wheel and its in full park.....my truck doesn't shut off completely, and in order to do that I got disconnect the battery.. And the car key still stuck in the ignition....
