Headlight no working right

With the headlights on going to hibeams shuts off the lowbeam lights. On hibeam I only have the 2 inside running lights. If I pull the lever to switch from hi to low slowly just before the "click" all 4 lights work as they should. I have to hold the lever in this position, just as soon as the click happens the low beams go off.  Any ideas?

When turning on high beams, The lights closest the the grill are the only ones that should be on.
