Turn Signals Not Working

Turn signals went out, don't blink or light up on dashboard. When the switch is
down, the rear light will go out - replaced flasher, fuse, and relay.  Could this be a
switch issue?

could be bulb sockets , jiggle the bulb and see if it makes any difference .

Find a disconnect near the lens use a test light to see if power is correct for each function .Let us know what happens .
