RPM surging at hwy speed

I have a 2004 cavalier,  it is surging at hwy speeds.  2500 to
3000.  If the cruise is engaged it will cancel cruise.   Any
ideas?

Bunch of reasons can cause this; speed sensor/VSS, TPS, wear on TC clutch or tranny not locking up in OD, knock sensor, cam sensor, MAF sensor, EGR, PCV... Is check engine light on?

That might eliminate some of the sensors and exhaust as a reason, but not tranny/clutch or speed sensors.
