with the ignition off, all the fuses test that they have power. is this normal or do I have a ground problem?

the ignition switch is off and have full power to all fuses. is normal or do I have a ground problem?  this for a 2004 Chevy cavalier 2.2l interior fuse box.

check for a poor connection on the starter motor, with the IGN off some fuses should still have power.

I checked my fuses a month ago an changed 2 broken ones. 2002 chevy cavalier, and I literally just thought to myself "every single fuse inside an out in this car has power running through them even with the car fully off, no key, not running just sitting. Still haven't found if this is just how they were made or not. But yea it runs fine. minor stuff here an there. But still an excellent car. Fuses always powered an all.
