How can you tell if my 1991 190e 2.3 is an 8valve
or 16 valve

Either post a picture of your engine or post the VIN number. Should be able to tell from the VIN number. I could tell you which if I saw a photo of the engine.

Also the 8 valve is single overhead camshaft and the 16 valve is dual overhead camshaft. The 16 valve will have 2 roundish humps ( approximately 5 or 6 inches in diameter) at the from of the cam (valve) cover.

You don't even have to open the hood to tell. If you paid $3,500 or less for your car its an eight valve. If you paid $15,000+ for your car it probably has the sixteen valve Cosworth head (or you got a REALLY bad deal on the car). Also, the 16 valve has a trunk mounted spoiler, the "regular" cars do not.
