driver's power seat won't go up or down

The driver's power seat won't move up or down.  Works front and back with the switch and memory.  Dealer says it something called an actuator for the tune of $700 parts and &500 labor.  Does this sound right?

700 for parts is quite high, Actuator is basically what moves the seat. I believe that the actuator for your vehicle would be near 125 - 250. Labor also sounds quite high but usually depends on what area you're in. Where I'm at, shop rate is 65 an hour.
