High idle and not shifting right.

Can my clutch fan make my car idle high
and when it goes to another gear it revs up
real high then shifts. Also it's making weird
sound under the car.

The fan clutch is not making the engine rev. high, it just could make it sound like it is. The fan clutch should disengage after a while, the roaring sound should go away. If it continues to roar, then it may need to be replaced. The way your trany is shifting, I would go to a trany shop to have that properly diagnosed. It may be something simple like a solenoid, or fluid and filter change.
