are the glow plugs heatin' up?....how long do you wait before turning the key?
the 7.3 wont light up till it senses 500 rpm or more at the pcm. use lighter oil, strong bats.

The fuel pump on the 7.3 is a high pressure oil driven pump. If you oil level is too low (2 qts out of 14) you may not be getting fuel pressure to the injectors. Thick slow flowing oil will do the same thing.
