03 Malibu wipers suddenly only work on high.

My 2003 Chevy Malibu Wipers were working fine until recently.  Now they will
only work on the Highest rate.  I have changed out the combination switch at
the steering wheel but the problem is the same with the new switch also. Is
there a low speed relay or something I dont know about? Again, they work on
high speed just no where else.

There is usually a control module in the wiper motor itself that goes bad, some you can replace, some you can't. Just check at your local parts store.
