battery draw

I have a 2005 ford f250 with a 5.4 and my truck
died out of the blue and wouldn't start. Replaced
the starter figuring that was the problem. Charged
the battery and hooked up to start and got a click
from the starter. Thought the battery could be bad
so purchased a new one and installed it hooked up
and got a click from the starter.  Hooked up
charger and noticed battery was down to 20%
charge. So charged battery overnite and when
hooked up got a click from the starter. Put dummy
lite on negative cable and end on the post and lite
came on. So I disconnected the alternator from
power and went under neith disconnected starter.
Lite still on. Went to power distribution box under
hood and unhooked it from power source. Lite still
on. Went inside and started pulling fuses one at a
time after pulling all fuses and relays. Lites still on.
Diconnected battery power to fuse panel lite goes
out. Where do I start now. Is possible to have a bad
fuse panel that is causing a draw?

Also noticed that when I went inside to start both needles on the gauges (Speedo and rpm) they were moving ( shaking up and down or fluttering)
