91 Ford F-150 xlt lariat will start on 2nd tank but will not start on first. Also does this make,model have two fuel filters?

Tank is full but acts like it's empty I have already change fuel filter located by
the door any pointers?

May be a bad tank selector switch,or if equipped with a fuel pump in each tank,may be bad fuel pump.
