Throttle position sensor

I own a 1994 f150 5.0L. I changed the TPS sensor
on it and I'm getting back a code 122. Low voltage
to tps. I cannot figure out why this is and would
like to know what I can do to solve this issue.

Do you think it could be the ECM If when I used an obd 1 scanner tool it did not get any codes? I had to do it the paper clip way. if you know what I'm talking about.
