why wont neither my highbeams or low beams come on?

i have a 1997 ford f150xl 4by4 with the 4.6l it currently has hid lights. First issue was they
where strobing so i figured it might either be a bulb or a ballis so i changed a bulb and that
wasn't it then i changed a ballis and now i currently have no headlights but my marker
lights, singals, and taillights work. was wondering if anyone can help me out????

check the headlight relay for burnt ,and check wiring polarity on the ballast replacement, in other words was the ballast wired in correctly plus and minus, from relay that strobe could have been a relay jittering

Check continuity of ground wire. Could have a loose ground.
