2001 F150 Cranks but wont stary

Question type: Maintenance & Repair

So I recently bought this truck and knew that it had
some issues. So I've been doing my research and
finally have come to a road block.  It cranks but
wont kick over.  The PATS is blinking 16 so I
replaced the PCM relay along with the fuel pump
relay.  But now it's still blinking the same code.  
What should I do next to get this beast back up
and running and out on the road.

There is nothing else plugged in or hooked up in the truck. Everything I'm reading points to the main PCM unit. Should I try and get the original one reflashed or should I just go ahead and spend the $ and get a new one that's ready to plug and play?
