Surging

I have sent my truck to 3 different good mechanics and no one has solved the problem yet. They have gone thru everything, replaced parts but still the surge. The only part they cannot check is the computer. Could that cause the surge?
The truck will run fine when cold for about half hour, then from a stand still surge back and forth until I hit about 65 mph and run fine at higher speed.
