F250 Transmission issues

1999 F250 5.4L.  The automatic transmission,
when in D, will shift from 1st to 5th.  And if less
than 35mph, it tries to downshift but can't. It's like
it goes and slows, goes and slows. It does this as
it slowly gains speed to about 35 mph.  Then it just
stays in 5th.   Very weird.  If I move lever to 2nd, it
will start in 1st, shift to 2nd, and when I hit 35, I
shift it to D and it shifts tp 5th.  I can use overdrive
off to make a 4th gear but this is getting irritating.

Why transmission oil don't stay inside it keep oil coming out from hose top of it
