Could it be a bad ECU ?

97 S10 XCab LS 4.3 auto 136k, stalled out at a redlight, shortly after the idle
started going sky high when I applied the brakes or turned on headlights, the
light from the back of the cab and taillight you have to cup in your hands to
see, even at night. Checked all grounds (except fuel pump changed in 2018)
fuses and relays, replaced all and cleaned the grounds. Even unplugged my
trailer hitch light . Could a bad ECU be the cause ?? I'm at mt witts end here

I'd s9by cleaning the throttle body and idle air control valve, see what that does for the high rev at stopping....after the driving safety issues we can look into the lighting issues
