Headers and True Duals

Okay so I have a bit of a problem. I have a 2001 Camaro
Z28/SS and I live in California, and it's getting really hard to
find a shop who would install 1 7/8 Texas Speed Longtube
Headers with True Duals exhaust system. I'm really
considering in just buying shorties and high flow cats, but I
feel like I won't get the same power and it's more money.
Personally I don't want to go with shorties, any
suggestions?

Long tubes are almost always better, but are they certified for California is the question.

Honestly they are not, but I have a home in Yuma Arizona, but I stay in California most of the time, I will be registering my car in AZ. I really don't want to settle with shorties.
