hard cold weather startup

my 1998 Blazer 4.3 litre 4wd has a hard time starting when temps are in the 30s takes about 3 times before it starts & when it does start I have to keep the idle up or else it will stall, after a minute or 2 it is fine. I have a new battery, fuel pump, Ign. wires, coolant temp. sensor. Any temp above the 30s it starts & runs fine.

there may be a solenoid that kicks up the idle by the throttle , replace IAC valve and clean the port ? Spray some carb cleaner down the throttle ?
