2001 chevy cavalier starter problems

the starter engages but doesn't have enough power to turn the engine over, i have tested the battery and cleaned the connections, i bought a new starter and i tried several different starters but no luck, if i pull the spark plugs it turns over fine but when i put them back in it dose the same thing almost like its seized up but i can turn it over by hand, any ideas on whats causing the starer to do this would really help thanks

I know you tested the battery but try putting a jump box or jumper cables and another car to see if it cranks with more power.

Does the engine run otherwise? Otherwise for some reason you are not getting enough juice to the starter. The battery cables may be bad.

Otherwise try changing the starter relay. It should be in the fuse box under the hood.

i have tried jumping the battery and tried putting a different battery in it and that didn't help and yes it will start if i keep messing with it, i have not changed the relay yet but i did check all the fuses
