Off the top of my head, if the spark plug wire boots are melted and it has no compression, I'd say that your engine overheated severely and has, at the least, a blown cylinder head gasket. Let me suggest that you do a compression test on the engine. All cylinders should be over 100 psi and within 30% of each other. If any cylinder has lower than 100 psi, get an squirt oiler and squirt a couple squirts of oil in it then check it again. If the compression reading is noticeably higher, you've got bad rings. If it isn't, you've got a bad head gasket. Good Luck.

Lifters are stuck with sludge, replace lifters or take lifters apart and clean, inner plunger is stuck
