Check to see if you have power to the light sockets. If you do, it may be a broken or disconnected wire to ground. If you don't have electrical power to the sockets, is there power across the fuse? If so, there is a broken or disconnected wire from the fuse to the rear brake lights, Start at one end, and work towards the power source until you find electrical power. Also make sure the brake switch is being activated when you depress the brake peddle.

Possible bad fuse... Found fuse with a bad solder joint.. replace the fuse first ... cheapest and easiest..
Changed signal light assembly works fine, has something to do with hazard light switch.
