Note the diagram for turn signals. Maybe problem with multifunction switch? You lower brake lamps are wired through multifunction switch. The hi mount brake lamp isn't wired that way. The bottom wires coming from turn signal switch, yellow and dark green, that is voltage for rear turn signals, left and right. You can check for voltage on those wires with a test lite.

Ok I went ahead and replaced multifunction switch because my hazard switch had broken. I think the only thing I have left is to check the ground connection then trace the hot wire that runs to the socket and look for broken or damaged wire .
