Reverse lights

I changed bulbs, checked fuses under hood
and in side panel on the driver's side. What
next?

Transmission range switch. You can use an expensive scan tool to see if the PCM knows what gear you have switched it into. If it backs up, but the PCM doesn't know it is in reverse, change the transmission range switch on top of the transmission. Without access to a scanner, you can at least inspect the wiring, and ensure it is not broken or unplugged.
