Temp gauge reads low and no heat from heater

99 dodge ram 1500 5.9l, the temp gauge only gets
maybe 1/2 way between 130-210..top rad.hose
hot,both hoses to heater core hot.replace t-stat.
On start up if engine revved to 1800 rpm heater
blows hot,idle down blows cold. When driving still
cool..checked fan clutch and tried cardboard in
front of rad..no change...any suggestions

This sounds really stupid, but did you check the antifreeze level or percentage to water. I have 1500 that acted very similar and it was low on fluid.

Check the coolant level and purge air out of the system. You may need a new thermostat.
