99 Dodge 1500 Laramie SLT, won't shift above 2nd gear

I just replaced the transmission with a used asy. I cannot get it to shift above 2nd gear. The mechanic disconneced the throttle down cable, so now I can shift into 3 and 4. However, now it acts like it's slipping in 2nd. Any suggestions on what may be going on? What can I do to fix this?
