Why are the antilock brakes engaging on my 1999 Dodge Ram 1500?

My anti lock brakes will engage
intermittently  when they shouldn't be.
Sometimes at speeds as slow as 20mph on
dry asphalt under lite braking.  It even did
this with a technician in the truck. He gave
up trying to figure it out.  I have replaced
the speed sensor, master cylinder, abs
computer, abs pump, proportioning valve
and rear wheel cylinders. Any help you can
give me would be appreciatted.
