I have checked everything that mechanic book says the check and I still can't find the issue as to why it's rotating slowly and won't start when everything else is good is there any anybody out there that has any knowledge in this area and can help me.

Rotating slowly sounds like low battery power first. Start w/ helper battery or batt charger w/start capability. If no fire, possibly crank or cam sensor bad. Also check your battery cables especially the ground.
