I have a1999 Dodge Ram that won't start but when I bypass the starter relay, it does starts.

I bypass the starter relay on 87 and 85(I think- the opposite end-see photo) and it will start when the ignition is on. Need help.  I attached a photo where I bypass the starter relay with red shade.
