2003 dodge ram 1500 4x4 issue

My 2003 dodge ram 1500 has a np241 transfer
case it has manual shift in the floor. It will shift into
4hi but it will not emgage and makes clunky noises
like its trying but will not. It will not shift into 4lo at
all. Any ideas?

So you dont think it could be the actuator or maybe something simple?
