Has anyone experienced intermittent starter problems?

The starter acts like it won't engage. Replaced battery, starter, shimmed starter unshimmed starter, replaced battery cables, and still has problem. It will start fine for 20-25 starts then it won't start. It just makes a clunking sound. Any ideas?
