replaced water pump had a rattle noise and a week later the car quit, could this be timing chain /belt?

It could be. A clattering noise coming from the front of the engine can be caused by a loose timing chain contacting the timing cover, or slapping against the gears on the crank and camshaft. A timing chain making noise like this is most likely near failure. Cars usually show more symptoms before their timing chains/belts fail. Symptoms like backfiring, poor performance changes, rough idle and of course a distinctive rattle coming from the front of the motor.

plus if the timeing is off it will turn over hard while trying to start it
