2003 Camry 4 cylinder limp mode symptoms

My 2003 Toyota Camry seems to be in limp mode
butt does not throw any codes, starts and idles fine
in neutral but won't rev over 1700 - 2000 rpm
I have already had the whole fuel pump assembly
replaced in the fuel tank but that did not change
anything

    I have 2009 camry that starts but will go in limp mode and decrease to 20mph . When I pull off the road and shut it off and restart it I drive normal for a while and does it again.
