2003 Camry, bought used, door lock remotes?

I've read that Toyota decided in 2003 to make remote locks standard. My wfies
2003 did not come with any. I tried buying one of the well reviewed models off
Amazon, followed the crazy instructions, got the car to enter programming
mode, but, it never recognized the remote. Were there different models of
remotes? Without paying a dealer hundreds, is there a way I can find out?

I guess I should clarify when we bought it used it didnt come with any. I did check the VIN with Toyota and the remote locks were included.
