MERCEDES C240 2002 AC ONLY COOLS WHEN IS MOVING

My C240 02 AC is only cooling when I'm moving, but if I
stop or slow down the AC starts blowing warm air..  
someone told me  when  the car is on parking to pickup
the RPM to 2500 and if the AC blows cold air then is the
compressor. So I did this but I didnt worked so I'm
guessing it could've a bad Engine fan .. how can I make
sure is the fan?  I  did checked the  fan fuse and it's ok
but I don't see the relay. I need help .. please

there should be a relay somewhere. you can test the fan by unplugging it and then running jumper wires to the battery. if it comes on then the fan works. then you might have a temp sensor problem. Also, your a/c could be low on Freon. or R-134A.
