Not sure what that Small Ball Bearing could be from, But yes you need the belt on the car...

The belt may of come off because the tension gear is broken. A lot of moving parts run on bearings, and anyone of these may have come apart. Check everything first or you will lose another belt. Do a visual inspection, turn what you can and listen for any noise or rough turning or rattling. Make sure the tension gear is good, solid and has strong tension to it.IF you are satisfied everything is good, put the belt on and try to start it. If it starts, look and listen again. Any fluid visible? Any loud or unusual noises? If not, cross your fingers and close the hood and drive it.
