Very, very cold but not frozen??? Is the car in a garage? The lfbercanmt may be a tad bit dirty over the years and becomes sluggish in the cold weather. Perhaps the parts of the window movement needs to be given a shot of graffiti based lubricant. WD- 40 usually works to clean it, but becomes sluggish over a short period of time. I have a window that even in the heat finally after 47 years is starting to be sluggish. I need to clean it up before thinking it is a motor going out. If the motor is becoming tired, the additional cold puts resistance on it and the motor will not act a good as new. So first have the moment parts cleaned and lubricated. If it still persists, have the motor itself tested.
