2000 Chevy Malibu won't turn all the way off.

My 2000 Chevy Malibu won't turn off all the way even after taking the key
out. Sometimes I can mess with the steering wheel and/or take car from part
to another position and it would go off.  Well on Saturday, it started and I
tried everything for 45 minutes before giving up. Needlessly to say when I
went back on Sunday the car wouldn't start - dead battery. 1 car place said
it's the ignition switch but after reading here I'm not so sure. Any
suggestions?

At the ignition switch test for voltage on the dark green wire with the key out... sounds like your getting a backfeed or thats wires staying hot for some reason
