Why will my top go up but not go down?

When the Top Button is pulled back to move the top to the down position the light blinks and the top does not move however if the Top Button is pushed forward the top mechanism activates and closes the top.  The fluid level in the top mechanism has been topped off and is at the full level.  Is the poblem an microswitch that is not closing or is there air in the hydraulic system?

I have same year & model and having somewhat same problem. Mine seems to be due to the passenger side window power switch not activating, so window will not go down as required for activating the "top down" function. Does not seem to affect the "top up" function. Should get final answer from mechanic on Monday.
