Check the brake light switch on the brake pedal. Loose connection or need to be replaced.

Removed brake light switch , used a wire to jump over switch, still no brake lights, checked fuse , it's good, are there any relays for brake lights?

The relay should be located in the box under the hood, left side between fender and motor. Also, try to check on the wire harness for the tail lights, maybe the problem is there.
