Plug wires... check your wires.
Do you have a 12 volt test light? Do nyou see this connector under the left ...driver side Hood area?
Ground the alligator clip of the test light to the (-) post of the battery. Point of test light in IG-. Crank the engine ...the Test light should blink.

David....anything new with this vehicle?
I have no power to the starter on my 99 Camry. What could be the problem
Corroded battery connections comes to my mind. Faulty starter motor relay may be another cause. Might be a bad PN switch. We start the diagnosis using a Digital Volt Meter....and a Voltage Drop Test on the Cranking Cicuit. You might consider a properly executed Jump Start. Careful now ...if this JS is not done correctly....big$$$$$$ repairs could result.
David...I know its been awhile.... but ....did you ever resolve that no spark condition with your vehicle?
