Overheating due to fans not working

Hi - I have replaced the water pump, thermo switch, checked the relays and
fuses and replaced the fans with new oem replacement.  I have had my head
gasket replaced and there aren't any leaks and doesn't overheat on cooler
days without the fans.  When I turn on the A/C the fans do NOT come on and
but when I unplug the thermo switch the fans turn on low then high.  As far as
I can tell with that test is that the wiring isn't shorted out anywhere.  I am
about to install an aftermarket wiring harness for the fans, but would rather
get it working correctly, as I can't keep driving around with the thermo switch
unplugged.  I am starting to boil it down to a bad ECM or the A/C.  The A/C
hasn't worked in this van since I bought it and drove it around for 2-3 years
before the head gasket went and after it was fixed everything else went and it
has been a hassle ever since.  Any ideas or help would be greatly
appreciated.

Update-used a 4 season aftermarket wiring harness and spliced it in. Fans now start at 92c and go off when under that temp. It works using a temp probe placed in the the rad core fins. With this setup, it still uses the ECT connection for the ECU but bypasses the ECU for the fan control. Good luck to anyone with this problem and i hope i helped solve someone else's issue.
