My 1990 jetta's headlights wont come on unless key is in ignition or running. The taillights do come on with no key in ignition. Is this normal?

I wish they were all like that. It may be a safety feature in your vehicle. This way you can't walk off and leave the lights on and kill your battery. I wouldn't sweat it until they don't come on with the engine running......
