First thing to try is unlocking the car from the passengers door or the trunk lock. To permanently disable the alarm there's a good writeup under "disarming the alarm system for a 95 VW Jetta".

My problem started with attempting to lock my car. Then came the alarm. Now power locks will not engage via doors. Did the jump and worked for about 3 months. Replaced battery after bad jump, ignition relay, and rewired some items in fuse box. Alarm will not engage nor start. What happened?

I lost my keys and I broke my switch to try to crank it but wont started
