2002 Jetta that stopped on the road and won't start. Replaced the fuel pump two years ago. Took out the fuel pump to test it. With the fuel pump out and plugged in I turned on the key. The pump started pumping for about 1 second and then shut off. Does that mean the pump is broken or is there a safety relay that shuts off the pump.

It is normal for a fuel pump to do what you are saying it is doing. When you turn the key to the on position the pump will come on for about 1 to 2 seconds to pressurize the fuel line then will shut off then when vehicle is started fuel pump will come on and stay on.
