The one on top with the duct tape appears to be an air inlet, or maybe EGR related, it definitely is not a coolant hose as it runs to the air filter housing. The coolant hose could have leaked and sprayed all over, and you just saw it dripping off the other hose. I think you would be better off taking it in and having the cooling system checked over, if a hose blew it may have been from an obstructed coolant flow. But in the meantime don't drive it or let it overheat, you risk damage to the motor. If you have get it to a shop, drive only short distances and make sure radiator is kept full.
I figured coolant because it had all leaked out and the car was over heating, i didnt notice any leaking on the ground or anything, the car started steaming and i opened the hood and the coolant was all gone, thank you!
