My friend ran my car out of gas and now it won’t
start and my stepdad got it to start one time and it
was backfiring bad I don’t know what to do

In most cases , sludge and or dirt gets sucked into the fuel lines and the fuel pump burns out due to not having fuel around it to keep it cool. You should have the car towed to a decent garage and have them flush out the fuel lines and injectors and replace the fuel filter. The Fuel pump might also have burnt up, so you might have to replace that as well. Always keep fuel in the tank and don't let it get lower than a quarter tank in the future.
