2005 VW Jetta TDI has BRAND NEW battery w/ over 700 cold cranking amps installed 2

Still sounds like the battery. Do you have a car parts store close or someone with jumper cables? You can purchase a jump box at advance or autozone and they are very handy.

Well...I just spoke to my mechanic he said sounds like the starter just went out or could be the clutch switch. I guess I should have noted that it was a manual transmission. The battery issue he isn't sure it is that since all the lights on the dashboard go on....just when I turn the key...Nothing happens.

Yes that does make a difference. Clutch switch could be the problem too, possibly the starter. But I would still try to jump start it to see if it is battery due to super cold conditions. The lights will still burn inside because it doesn't take as much from the battery as trying to start it.
